I need to say a big “thank you” to Richard Nienstedt, Ottawa city manager, for answering questions I had about city policies. Nienstedt answered in written form and in a personal meeting that also included Leslie Quillen, executive assistant to the city manager, and, at my request, Sara Humm, mayor pro-tem and city commissioner. Humm thanked me by mail for asking questions.

I have discovered that it is against Kansas law to block the sidewalk, and it is against the City of Ottawa’s rules to shoot any fireworks inside city limits — this even includes “snakes” and sparklers.
